A low value for this ratio indicates that the trace cache (TC) is delivering micro-ops to the execution units. This means that the front end may not be delivering enough work for the execution units. There may be an opportunity to increase performance if there isn't a bigger bottleneck in the system due to bus bandwidth, etc.
Advice: Collect data on additional events to characterize the trace cache delivery performance.
